Hospital trust spent £27 million on agency staff in a year
Dr Yi Mien Koh, the hospital's chief executive, admitted too many agencies were being used.
Richard Martin, the director of finance, said the hospital faced cash flow problems and was £6.4million behind its target for capital improvements.
A spokeswoman for the trust said it had reduced spending on agency staff over the last year and was introducing further measures to decrease costs.
The trust announced this week that it had dropped plans to sell off a third of the hospital's buildings and cut 400 staff as part of plans to save money.
In March the Telegraph disclosed that NHS doctors were being hired at rates of £20,000 a week to cover staff shortages.
Heart of England Foundation Trust had the highest total bill for temporary staff in 2010-11, spending more than £24m.
